On August 28, Pavel Durov, the founder and CEO of the messaging service Telegram, was indicted and placed under judicial supervision with a ban on leaving French territory. A few days earlier, he was arrested at Le Bourget airport.
The investigation is not over
At issue are 12 particularly serious charges related to the weak moderation of the messaging service. Among them are complicity for possession and distribution of child pornography, refusal to communicate, upon request from authorized authorities, information necessary for the performance and exploitation of interceptions authorized by law; complicity in fraud by organized gangs, complicity in the offer or transfer of narcotics, laundering of crimes or offenses by organized gangs...
7 months later, the Franco-Russian billionaire was able to return to Dubai, his place of residence and headquarters of Telegram. The judge authorized him to leave the country "for several weeks," he says. "I thank the investigating judges for making this possible, as well as my lawyers and team for their hard work. They have demonstrated that when it comes to moderation, cooperation, and the fight against crime, Telegram has not only respected the law, but has even gone beyond it for years," Pavel Durov says. The legal process is far from over. According to AFP, Pavel Durov has obtained a temporary suspension of his travel ban, and is free to move around until April 7. During the investigation, Telegram tightened the screws on moderation. The boss even said he was "disgusted" by the violations permitted by the messaging service.
