This measure marks the end of a tax exemption introduced in 2022 to encourage the purchase of clean vehicles. From now on, each region is free to decide whether or not to apply a total or partial exemption from the regional tax on registration documents.

Increases in 2025

In practice, only the Hauts-de-France region has chosen to maintain a total exemption, limiting the costs to €13.76 (fixed tax and delivery charge). In other regions, owners of electric vehicles will have to pay the regional tax, the amount of which varies according to the taxable horsepower of the vehicle and the tax horsepower rate specific to each region.

Among the regions having recorded the most significant increases in the tax horsepower rate in 2025, we find:

  • Normandy: from 46€ to 60€ (+30.4%)
  • Centre-Val de Loire: from 55€ to 60€
  • Provence-Alpes-Côte d'Azur: from 51.20€ to 59€ (+15.2%)
  • New Aquitaine: from 45€ to 53€ (+17.8%)
  • Brittany: from 55€ to 60€
  • Grand Est: from 48€ to 60€ (+25%)
  • Reunion: from 51€ to 57€
  • Île-de-France: from 46.15€ to 54.95€ (+19%)
  • Corsica recorded the highest price increase, with an increase of 59.3%, going from 27€ to 43€.

These increases have a direct impact on the cost of the registration certificate for electric vehicles, which were previously exempt from regional tax.

Concrete examples for a Renault 5 E-Tech and a Tesla Model 3 Performance

Renault 5 E-Tech (5 fiscal HP):

  • In Île-de-France (fiscal horsepower at 54.95€), the cost of the regional tax will be 274.75€.
  • In Normandy (fiscal horsepower at 60€), the cost will be 300€.

Tesla Model 3 Performance (13 taxable CV):

  • In Île-de-France, the cost of the regional tax will be €714.35.
  • In Normandy, the cost will be €780, or +5669%!

These amounts are in addition to the fixed costs of €13.76 (fixed tax of 11 euros and delivery charge of 2.76 euros).

A reduction in purchase aid that never ends

This development is part of a context of reduction in purchase aid the purchase of electric vehicles, including a reduction in the ecological bonus and the elimination of certain premiums.
