The software sector in France is experiencing impressive expansion, even surpassing some initial forecasts. In 2023, total revenue reached €21.7 billion, marking a significant increase from €20.2 billion in 2022. This 7.6% growth underlines not only the continued appetite for software solutions but also the effectiveness of the strategies adopted by software vendors.

A key element of this growth is the substantial investment in research and development (R&D). More than a third of the total workforce is dedicated to this strategic area, with expenditure representing approximately 22% of overall revenue. Focusing on R&D allows companies to maintain their competitiveness while constantly innovating.

Priority technology trends: cloud, SaaS and artificial intelligence

In 2023, the technological priorities of French software publishers are mainly focused on three areas: cloud computing, Software as a Service (SaaS) and artificial intelligence, particularly generative AI. Nearly half (48%) of publishers still place cloud and SaaS at the top of their investment priorities. These technologies remain essential pillars for offering flexible and scalable solutions to end users.

However, interest in artificial intelligence is experiencing a strong surge. Generative AI, in particular, is becoming increasingly integrated into existing offerings. In 2023, 22% of publishers consider AI to be the number one priority, compared to only 14% in 2022. In addition, 74% of respondents see it among the top three technological priorities, reflecting a massive enthusiasm for these advanced solutions. Generative AI features are already present in 40% of publishers, and 42% plan to integrate them in the next two years.

The impact of artificial intelligence on the software ecosystem

The integration of artificial intelligence, and in particular generative AI, is seen as a major lever of growth for the software sector. This is explained by the capacity of these technologies to significantly improve existing products and offer new innovative services. For example, companies such as Adobe have integrated AGI (generative artificial intelligence) features into flagship products such as Creative Cloud and Acrobat. According to Sophie Yannicopoulos, General Manager of Adobe France, this integration aims to radically transform the user experience.

Thomas Courbe, General Manager of the DGE, also highlights the importance of AI in the French economy. He stresses the need to adopt a proactive regulatory approach to ensure the efficient and secure implementation of these technologies in various economic sectors. The regulatory framework currently being defined should provide increased visibility to industrial players, thereby facilitating the adoption and diffusion of AI.

The challenges and opportunities of the rapidly changing software market

In addition to the technological aspects, the software market in France must address several structural challenges. Fierce price competition, especially in generative AI, remains a critical issue. Jean-Philippe Couturier mentions the importance of controlling this price battle to maintain profitability without sacrificing innovation. Additionally, as investment in cloud and SaaS declines slightly, likely in favor of artificial intelligence, vendors must balance various technology priorities.

Research tax credits (CIR) and innovation tax credits (CII) play an important role in supporting ongoing R&D efforts. In 2023, 67% of publishers used the CIR, while 59% used the CII, highlighting the importance of these mechanisms in encouraging innovation despite a sometimes restrictive economic context.
