Launched in the fall of 2024 in the CPAMs of Loire-Atlantique and Vendée, the Arpège software was intended to replace a system deemed obsolete and automate the payment of daily benefits for sick leave, workplace accidents, or occupational illnesses. On paper, the idea seemed rather promising. But the tool, developed for 37 million euros by Sopra Steria, quickly revealed its weaknesses.
Since the deployment of this new tool, more than 15,000 policyholders report having been subject to incorrect payments, massive delays, or even total absence of payment, for several months. Part-time work, long periods of absence, and complex cases are particularly affected, exacerbating the precariousness of already vulnerable people. Faced with the situation, testimonies multiplied on social networks, even leading to the creation of a collective "Arpège, no thank you!", intended to alert the public authorities. Faced with the mobilization of the collectives and the warning from the unions, several deputies called on the government. The Minister of Health recognized the scale of the problem and the need for a thorough correction. More than 90,000 advance payments were made to 41,600 people in Loire-Atlantique and 15,600 in Vendée, for a total of 68 million euros, without resolving the crisis.
A technical and political fiasco
Arpège's malfunctions are not limited to late payments. Emergency advance payments made by the CPAM are not recognized as daily allowances in Ameli accounts, complicating the administrative, tax, and social security procedures for policyholders. As a result, for many, file management has become a headache for agents, forced to manually process thousands of claims and justify each advance payment to pension funds or the CAF.
Initially planned for national deployment starting in 2025, Arpège's widespread rollout has been postponed until 2026, allowing time to correct anomalies and stabilize the system. This delay, deemed essential by unions and user groups, should allow for the many difficulties encountered to be truly addressed. In the meantime, thousands of families remain in limbo, dependent on software that was supposed to simplify their lives, but instead plunged them into poverty.
What is Arpège?
